She would like to define procurement as the process by which an organization buys the products or services it needs from other organizations.

In the other world, Procurement is the process of obtaining services, supplies, and equipment in conformance with applicable laws and regulations. It takes place locally, nationally, and internationally among a number of public, private, national, and local entities.

The procurement policy aims to ensure that the organization obtains the best value for money in the procurement of goods and services. And provides guidelines to promote consistent application of procurement best practice and international standards to ensure transparency and accountability, So it depends on the organization scope of work. Healthcare procurement refers to the healthcare supply chain process that allows medical industry professionals to identify, select, and acquire the materials, products, and services required to accommodate their current needs. Procurement for health equipment requires specialized knowledge of and expertise in essential medical commodities and consumables and the markets where quality products can be obtained.

It involves carefully selecting products and developing specifications, accurate forecasting, precise tender preparation, and a capacity for testing (equipment, protocols, and procedures). It also involves sustained and adequate financial resources, the willingness and ability to maintain a transparent process, and strong skills in contract management.

In many countries, the primary sector is the public sector and government purchasing units function as part of the MOH procurement.
In addition to the government procurement unit several alternative procurement agents are available to support public sector procurement including
1. UN agencies (e.g., [UNFPA], UNICEF);
2. international organizations (e.g., [MSF];
3. the International Committee of the Red Cross [ICRC]);
4. low-and non-profit procurement agents (e.g., Mission Pharma);
5. International and national nongovernmental organizations (NGOs);
6. Private for-profit companies.
